<p>Non-basmati white rice exports were outlawed by the government on Thursday in an effort to increase local supplies and control retail prices over the impending holiday season.</p>
<p>The food ministry said in a statement that the export policies for par-boiled non-basmati rice and basmati rice, which make up the majority of exports, will not change.</p>

About 25% of all the rice exported from the nation is non-basmati white rice.</p>
<p>“Export policy of non-basmati white rice (semi-milled or wholly milled rice, whether or not polished or glazed)…is amended from free to prohibited,” the directorate general of foreign trade (DGFT) said in a statement.</p>
<p>According to the government, “Export policy of Non Basmati White Rice amended to ensure adequate domestic availability at reasonable prices,” with the purpose of ensuring reduced costs and adequate supply during the next festival season.</p>
<p>The government has changed the export policy from “Free with export duty of 20%” to “Prohibited” with immediate effect in order to guarantee enough supply of non-basmati white rice on the domestic market and to reduce the increase in local prices.</p>
<p>“Rice prices on the domestic market are rising. Retail prices have climbed by 11.5% over the previous year and by 3% over the last month, according to the statement.</p>
<p>On September 8, 2022, a 20% export levy was placed on non-basmati white rice in an effort to reduce costs and guarantee supply on the home market.</p>
<p>However, the export of this type climbed from 33.66 lakh tonnes in September to March of the preceding fiscal year to 42.12 lakh tonnes in 2022–23.</p>
<p>About 15.54 lakh tonnes of white rice were exported in the first quarter of the current fiscal year compared to just 11.55 lakh tonnes in the same time last year, a rise of 35%.</p>
<p>The statement said, “This substantial rise in exports may be attributed to high worldwide pricing owing to geopolitical situation, El Nino feelings, and harsh weather circumstances in other rice producing nations, etc.</p>
<p>The country’s consumer prices would decrease as a result of the export ban on non-basmati white rice.</p>
<p>However, the export regulations for basmati and non-basmati rice, which make up the majority of rice exports, remain unchanged.</p>
<p>This would guarantee that farmers continue to profit from competitive pricing on the global market, it was said.</p>
<p>According to figures from the commerce ministry, India’s total basmati rice exports in 2022–2023 was 45.6 lakh tonnes and USD 4.8 billion.</p>
<p>Similar to that, non-basmati exports were USD 6.36 billion during the previous fiscal year. It was 177.9 lakh tonnes in volume.</p>
<p>Thailand, Italy, Spain, Sri Lanka, and the United States are among the countries to which India exports the most non-basmati white rice.</p>
<p>The DGFT notice states that in certain circumstances, such as when rice loading on the ship started prior to this notification, consignments of this type of rice will be permitted to be exported.</p>
<p>Export will also be permitted in accordance with the government’s authorization issued to other nations in order to satisfy their demands for food security and in accordance with their governments’ requests, it was stated.</p>
<p>Exports are allowed, according to the DGFT, for consignments whose shipping bills have been submitted, whose vessels have already berthed, arrived, and moored at Indian ports, and whose rotation numbers have been assigned prior to this announcement.</p>
<p>“The approval of loading in such vessels will only be issued after confirmation by the concerned port authorities regarding anchoring/berthing of the ship for loading of non-basmati rice prior to the notification,” it said.</p>
<p>Exports are also permitted in cases where the shipment was turned over to customs prior to this notice and is included in their database.</p>
<p>Separately, the directorate said that it has extended until July 27 this year the deadline for submitting an application for a license to export broken rice to Senegal, Gambia, and Indonesia.</p>
